Disclosure was refused by the Government on grounds of public interest immunity on the following occasions:

I. June 1990 in the context of my application for disclosure of documents (including communications passing between the Foreign and Commonwealth Office and the Hong Kong Government):

(1) Claim by United Kingdom Government by Certificate of Francis Maude dated 12th June 1990 in respect of 69 documents listed therein, including 11 documents which had been freely handed to my advisors by the Foreign Office;

(2) Claim by Hong Kong Government by certificate of Sir Piers

Jacob dated 24th June 1990 in respect of 56 documents.

access to officials knowledgeable about my case and what advice was sought and what advice given
