In Re Lorrain Osman. Public Interest Immunity Certificate

granted to the FCO and the Hong Kong Government by the

High Court in June 1990

This is to inform you that, for the reasons set out below,

I intend to repudiate this certificate in public and seek

immediate publication of the documents to which it refers.

Summary.

The prosecution of Lorrain Osman was first sought by the

Malaysian Government for wholly corrupt and dishonest reasons.

The Malaysian Government sought the assistance of the British

Government in its corrupt and dishonourable enterprise. The

British Government, in the person of the Governor of Hong

Kong and the Foreign Secretary, as well as the UK High

Commissioner in Malaysia, had a full and adequate knowledge

of the motives of the Malaysian Government in embarking on

the course it did. Those officials each and separately

decided, on behalf of the British Government, to join the

Malaysian Government in its dishonourable enterprise.
