I enclose a copy of a decision of the First Chamber of the European Commission of Human Rights declaring Osman's third application to the Commission inadmissible. This application (unlike the second application) was not referred to the Government which is an indication that the Commission considered the application to have little or no merit. Osman's previous two applications, it was declared inadmissible because it was considered manifestly ill-founded under Article 27 (2) of the Convention.
