Discussed Paris tel no 968 with Mr Parker (Legal Advisers). He thinks Paris' suggestion that the Attorney General be asked to raise the Saniman case when he visits France 18-20 November a good one. Mr Parker will now contact Mr Hill (legal adviser in Attorney General's office) to see whether the Attorney General would in principle be prepared to take this on.

Mr Parker sees no need for ministerial submission on this (the Attorney General's demarche would be in support of a course already agreed on, ie to press for Saniman extradition through Conseil d'Etat).

Mr Parker will consider a reply to the original letter from the Hong Kong Attorney General to Mr Berman once the (British) Attorney General's office reacts to Paris' recommendation. Mr Parker will get back to me to discuss what form briefing for the Attorney General should take, and who should be kept abreast of latest developments.
