112. From the 13th of May 1990 I was in London (UK4 - Osman) and in regular communication with Gonzales in Paris. I checked through all documentation that had been furnished to him in relation to the request.

113. I reviewed the case summary all documentation, itemising and highlighting all new matters that were not before the Chambre de Accusasion on the first request. I was concerned to present a request that not only contained documentation, evidence, warrants and charges that were new but also developments since the first request as well as the proper qualification in French terms of the conduct. I was conscious that the impression should be that the was a demonstrably different request to the first. I was in constant communication with Hong Kong and France throughout this period in relation to the detail and form of the request. I was also to draft and settle the new Governor's request and material certificates in a form that on the face of it would present as a new request. These were detailed documents. It was a voluminous request compared to the first. We settled the fresh charges and information. On the 17th of May 1990 at 2.30am I faxed ny amended case summary in final form.

114. On the 19th of May 1990 all executed certified witness statements, affidavits, informations, warrants, Magistrate's Certificates etc. were delivered to Siméon & Associes in Paris for the purpose of certified translation. Up until this date the documentation was being translated from drafts. It was necessary to have the executed versions certified by the translators.

Delivery of The Fresh Request

115. On the 29th of May 1990 I met and conferred with the Political Advisor in Hong Kong regarding the transmission of the request. We were concerned about security and confidentiality. It was agreed that I should personally take the request to France and deliver it to the British Embassy in Paris. The appropriate arrangements would be made for its delivery to the French
