Having in mind that Lorrain Osman has now spent over six
and a half years on remand and that there is no realistic
prospect of a trial for up to two years, even if he is
returned to Hong Kong tomorrow, and that any trial may
take up to 18 months,
and having in mind that the Chairman of the Bar Council
is now moved to refer the case to the incoming Home Secretary,
because of the manifest irregularities attendant upon the case
and reminding all concerned that a basic principle of
natural justice, that it should be speedy, has long been
lost in this case and that Lorrain Osman is in failing
health,
Begs and requests that all legal procedures be suspended
and that Lorrain Osman be at least released on bail pending
a review by the Government bodies concerned, of the case
as a whole, to see whether the interests of justice are any
longer served by proceeding against Mr. Osman.
