I mentioned that Gibraltar's Chief Minister, Joe Bossano, raised this at short notice with Mr Greenstock during discussions in London on 20 February. You are aware of the background of earlier correspondence with the Home Office.

2. Bossano has now written to Mr Greenstock about this. I attach a copy of his letter of 26 February.

3. It is, I'm afraid, clear that we gave Bossano incorrect information about how/when the chosen "50,000" get British nationality/passports. I apologise for this. In the light of our conversation, I now understand why it makes no sense to think in terms of Bossano seeking to divert a few of the 50,000 from the UK to Gibraltar.

4. I should be grateful if you could provide a draft reply for Mr Greenstock. Since your game-plan is that the 50,000 should remain in Hong Kong for some time, I imagine you will wish to comment on the second part of Bossano's paragraph 4. Do we need to clear with the Home Office? You may wish to mention the detailed, on-going correspondence with the Home Office (Mike Hill's letter to me of 28 January is the most recent) of which Bossano seemed unaware.
