Mr Kwok reported that the Standing Committee on Medical and Dental Facilities for Civil Servants was set up to keep under review and to advise on the adequacy of medical and dental benefits for civil servants and that it provided no direct services to the public in the educational, medical or social welfare fields. As regards the Tai O Youth Group, Secretary for Home Affairs had reaffirmed that the group organised only recreational activities and was not involved in the provision of direct services to the public in the relevant fields.

In the light of the above information, members agreed that the two organisations should not be included as voluntary agencies for the purpose of the scheme.
