Librarians and related professionals are essential to running library and museum services which benefit a large section of the population. Furthermore, the rapid expansion of tertiary education in Hong Kong in recent years has resulted in a great demand for library services in the universities and polytechnics.

Difficulty in replenishment

It is very difficult to replenish librarians and related professionals as it requires a high level of education for entry to the profession (usually a university degree) and for promotion (e.g. a post-graduate diploma in librarianship).

It is recommended that librarians and related professionals should be included in the GOC in the second phase of the Scheme. Their duties will be examined in detail in due course to determine how they can be accommodated within the existing framework of the GOC without amending the Order.

Sub-quota for managers & administrators in the civil service

In the first phase of the BNS, a sub-quota within the occupational group of managers and administrators (OG1) was set aside for civil servants falling within the OG to protect them from undue competition with their counterparts in the private sector, especially business proprietors. In the event, the success rate of civil servants in OG1 was 24% whereas under-subscription of the quota for non-civil servants had resulted in all qualified applicants in OGIN being brought within the quota. Relevant staff associations in the civil service have expressed great concern over this anomaly.
