Determination of OGs

The estimated number of people emigrating from Hong Kong increased substantially from 30,000 in 1987 to 60,000 in 1991. Annex 3 shows that the total number of working emigrants belonging to various OGS/AOS included in the first phase of the Scheme has increased by 32.3% since 1987-89, and that the average emigration rate for these OGS/AOS as a whole has also increased from 2.7% in 1987-89 to 3.41% in 1991. The emigration rates of all individual OGS/AOS remained at levels well above 1%, except in the case of news editors and journalists (1.06%). The continued inclusion of news editors and journalists in the second phase can be defended, as was in the first phase, on the basis of the importance of their service to Hong Kong, especially in the run-up to 1997 and the PR problems that might arise from their exclusion. It is therefore recommended that all the existing OGs/AOS should be retained in the GOC in the second phase of the Scheme.

In view of HMG's strong views on-a selective scheme for the GOC and the relatively small number of places available in the second phase, it would not be meaningful to revive all the arguments for the inclusion of all the occupations omitted from the Scheme in the first phase. There is, however, a case for the inclusion of "librarians and related professionals", comprising primarily librarians, curators and archivists, for the following reasons:
(a) High emigration rate
Librarians and related professionals emigrated at a rate of 5.03% in 1991, against the average of 3.41% for OGS/AOs and it is likely that their propensity to emigrate would remain high in the years to come.
