Quota for the second phase

It is envisaged that by the end of the first phase, some 39,500 out of the total of 50,000 places will have been taken up. The final figure will depend on the take-up rate of the occupational groups (OGs) which are under-subscribed, namely "Managers & Administrators" (OG1) in the private sector in the GOC and the Royal Hong Kong Police Force in the DSC. Under the existing Order in Council, the unused quota of OG1 and the Police in the first phase of the BNS will be carried forward to the GOC quota for specified OGs and the DSC quota respectively in the second phase. It is recommended that this approach be followed so that the unused quotas will be available for allocation among all specified OGs or disciplined services. Annex 1 gives a rough estimate of the overall quota for the second phase and its distribution among the 4 component classes.

Allocation of quotas among OGs

In the first phase of the Scheme, emigration figures of specified OGs and approved occupations (AOs) in the GOC during the period of 3 years preceding the common date were used to determine their quotas.
The result is allocation of quotas to the OGs largely in proportion to their respective share of the number of emigrants.

There is a suggestion that their quotas in the second phase should be determined on a pro-rata basis by their share of number of applications in the first or second phase of the Scheme. The arguments for it would be to adjust the quota size in response to the demand for passports as an insurance policy as perceived by people in different OGs with a view to reducing the chance of mismatch between supply and demand. Such an adjustment would result in providing more places for OGs where competition was keen in the first phase and vice versa. This proposal is however not supported because of the following reasons:-
