Steering Committee on British Nationality Scheme Review of the British Nationality Scheme Arrangements for the Second Phase

This paper seeks members' advice on the arrangements for the second phase of the British Nationality Scheme (BNS).

Background

An inter-departmental team was set up in July 1992 to review all aspects of the first phase of the BNS, to make recommendations on arrangements and to map out a strategy for the implementation and management of the second phase. In carrying out the review, the team has tried to limit changes to the existing arrangements in order to avoid causing any confusion to the public and to keep any legislative changes to a minimum. It has completed the first stage of the review and its findings and recommendations are set out in the following paragraphs.

A. General

Commencement of the second phase

The first phase of the BNS will end on 1 January 1994. To maintain the momentum of the scheme, it is recommended that the second phase should commence immediately after the first phase on 3 January 1994 (2 January being a Sunday). As in the first phase, there will be a 3-month period for applications to be submitted under the general occupational class (GOC) and the disciplined services class (DSC).
