Mr Leung informed members that so far 20,000 of the total of about 39,000 potentially successful applicants had been interviewed and that the target of interviewing 75% of potentially successful applicants by the end of this year would be met. There were also plans to complete the interview exercise by the end of the first quarter in 1993.

6. Mr Leung explained that the rate of registering successful applicants had been relatively low largely because of the change of personnel in the Home Office Nationality Team stationed in Hong Kong. Plans were now in hand to increase the staffing level of the team and to lengthen the terms of office of its members. Mr Day added that serious consideration was being given to keeping the head of the Team for 12 months in order to provide continuity. With all these efforts, it was expected that the target of registering 20,000 heads of households by the end of this year would be met. The rest of the successful applicants would be registered by the end of 1993.

Members advised that because of the considerable public interest in the Scheme, a press release on its progress should be issued by the end of June when all rejection letters would have been sent

out.

On the second phase of the scheme, Mr Asprey informed members that details would be available on completion of the review of the arrangements in the present tranche. The review exercise was scheduled to commence in July/August 1992. It was HKG's intention to present its proposals in talks with the Home Office sometime next year. The present line of thinking was
