Routine papers on applications in the GOC and the DSC ready for the Governor's recommendation had been simplified to reduce the amount of paperwork. Six such papers involving the recommendation of 8,484 applicants had been circulated to members for endorsement since the last meeting in June.

Progress of the British Nationality Scheme (Paper No. SC 105/92)

Members noted the latest position regarding the implementation of the British Nationality Scheme as at the end of September 1992.

Mr Leung reported that some 26,000 of the 39,500 potentially successful applicants had been interviewed to date, and that all interviews should have been completed by the end of the first or second quarter in 1993. Members noted that the establishment of the Home Office Nationality Team in Hong Kong had been strengthened and that the rate of registration had increased significantly from 300 to 500 principal applicants per week. It was envisaged that the registration of successful applicants would have been completed by the end of 1993.

Members noted the progress made in implementing the entrepreneurs class of the British Nationality Scheme: so far, 199 places out of the quota of 500 had been committed, which
represented an increase of 21 since the last meeting in June.
