Firstly and a bit belatedly, many congratulations on your appointment. may possibly be aware of my continued interest in and for Hong Kong and I was therefore delighted when I learnt that you had taken over from Malcolm Caithness responsibilities for Hong Kong.
Each time I visit Hong Kong (which is as often as possible) I make a point of meeting up with Laurence Leung, Director of Immigration, not least to discuss the overall issue of Passports. I did so, again, when I was in Hong Kong with Murray MacLehose end March/early April this year and I have now received from Laurence Leung letter dated 1st June. I enclose copy of that letter from which you will see that he has been barred from giving me the information for which I asked. This more than somewhat surprises me as I didn't think my request was a contentious one. The point that I was getting at was that the Joint Declaration makes specific reference to BDTC Passports but of course, at the time of that agreement, BNO Citizenship and therefore Passports had not been invented. I therefore wanted to find out
hat agreements had been reached with regard to BNO Passports. Perhaps you could assist in this respect.
