The only comment which this department would like to make in the context of Hong Kong is that holders of BN (0) passports should not be treated any differently from Hong Kong BDTCS. We already face criticisms that BN (O) passports are 'second class' and we would therefore not wish to give credence to this sentiment by discriminating against them for the purposes of employment in the civil service.
