HONG KONG UK SPECIAL SECURE VOICE LINK
1.
Recently at a meeting between Mr Patten and the Director of CESG Mr Patten expressed a requirement to have a secure speech link between himself, when in Hong Kong, and the Prime Minister and Foreign Secretary. The use of existing HMG narrowband secure telephones such as STS, BRAHMS and BRERE were deemed not to be an acceptable solution due to the inadequate voice quality.
2. Assuming conversations would be up to, and including UK-EYES ONLY the most cost effective implementation of this requirement would be by the use of the "GREENHOUSE" Secure Telephone System.
The system comprises a modern digital telephone a crypto- (BID 1280) and an associated secure graphic unit
telephone handset. Presently all the equipment has to be located in the user's office, however, in the near future
future it may be possible that only the telephone handset will need to be located in the user's office.

A small network of "GREENHOUSE" users presently exists, and a directory of these users and user instructions are attached.
5. Before taking the proposal further I shall be grateful for your advice on whether the system, if installed, would be of use to the Foreign Secretary.
