INTERNATIONAL COMMISSION OF JURISTS' REPORT ON

HONG KONG/HUMAN RIGHTS

We believe the Joint Declaration remains the best basis

for maintaining the stability and prosperity of Hong Kong, and the rights and freedoms of its people.

We and the Hong Kong Government have taken measures to

strengthen human rights in Hong Kong. For example, the

International Convenant on Social and Political Rights is

implemented in Hong Kong through the Bill of Rights, which was introduced last year. All future laws will now have to comply fully with the Covenant.

The Basic Law (Article 39) also provides that this Convenant will continue to apply in Hong Kong after 1997.
