SECRETARY OF STATE'S VISIT TO HONG KONG: 26-28 JULY

Problem

1.

The Secretary of State's programme in Hong Kong.

Recommendation

2. I submit a telegram. This reflects discussion with

Mr Patten.

Argument

3.

Hong Kong have suggested a number of elements for the Secretary of State's programme (attached).

4. The attached telegram is self-explanatory.

I propose

that the main priorities for the Secretary of State's visit this time should be (i) enough time for unhurried discussions with the Governor and his policy team on the handling of the main political/constitutional issues;

(ii) a chance to hear the views of a wide range of people in public life: ExCo, LegCo and at the district level, as well as the business community; (iii) the opportunity to see
