3. I agree with Mr Hewitt's recommendation, subject to the point of timing above. Despite the problem about non-availability of senior Ministers on the morning of 29 July, I think it should still be possible to fit in the necessary calls on the afternoons of 28 and 29 July, given a quick getaway from Hong Kong after the ExCo meeting and a short press conference.
