SECRETARY OF STATE'S VISIT TO SOUTH EAST ASIA AND HONG KONG,

Problem

1. The Private Secretary asked for advice on a visit by the Secretary of State to Malaysia or Singapore en route back from the ASEAN Post Ministerial Conference (PMC) in Manila and the

visit to Hong Kong in late July.

Recommendation

2. I recommend that the Secretary of State visits Kuala Lumpur, and that the High Commissioner, who endorses the recommendation, should put the proposal formally to the

Malaysians as soon as possible.
