Evening
The Secretary of State would be prepared to address the Institute for Strategic and International Studies and wonders if this could be done in the early evening. He would prefer to talk to them about developments in the EC. If so, he could then have dinner with a few non-official Malaysians, perhaps from the Institute, for a free-ranging discussion. This would need to be kept small - maximum of 12, I suggest.
If the High Commissioner is keen to put the Secretary of State together with some representatives of British companies a few of them could be invited to the High Commissioner's lunch for the Foreign Minister and other
senior Malaysians.
