3. In addition to these, a number of regular summit meetings are this year planned as away matches: French (after March 1993), the Germans (autumn) and the Italians. The Council of Europe summit on 8-9 October is probably unstoppable, although its proximity to the Party Conference may provide an escape route for the Prime Minister. The Prime Minister is also likely to want to pay a short freestanding visit to Washington after President Clinton's inauguration: perhaps in April/May/June.
Priority Targets

4. We also identified a number of priority targets. bilateral visit to Japan is near the top of the list. While the Prime Minister would prefer to tag this on to the G7 Summit, this may well be scuppered by a Clinton visit or an EC/Japan Summit (Belgian Presidency). A better idea would be a separate visit in the Easter recess. We would need to register this with the Japanese fairly soon to secure convenient dates. I realise that the Prime Minister is unlikely to respond enthusiastically. The proposal would also need to be looked at in the light of the Secretary of States's own plans for a possible visit to the Far East.
