Similarly the impact of a visit to Japan by

Mr Heseltine would be much reduced if the Prime Minister were

there shortly before or after him. This may argue for

putting off Mr Heseltine's plans for China until Whitsun

(though Lord Wakeham has that period in mind) or the Summer.

But, for Japan, if the Prime Minister cannot go in April, it would be very helpful if either the Foreign Secretary or Mr Heseltine (but not both) could do so. Either of them

could usefully combine this with a Korea visit if that did

not complicate Mr Needham's presence for the Forum meeting.
