responsibility for her own security. This would be

unwelcome in the region, not least in China.

19. On the Northern Territories, Herr Schlagintweit said that Genscher had been very careful not to commit himself

to either side, but had said that he wanted an equitable

solution based on law and justice. He said that he did

not foresee any progress on the issue this year as the Japanese were not ready for a compromise. The Japanese

Political Director Saito had told the Germans that the

Japanese did not want to do any thing which would prejudice a complete solution to the problem.

Sir J Coles said we had discussed the issue with both the

Russians and the Japanese and that the Prime Minister had

recently sent a message to Yeltsin.

Korea

20. Herr Schlaginweit expressed doubts about North Korean sincerity about nuclear inspections. And the South Koreans were disappointed at the lack of progress on mutual inspections. The Germans were not interested in upgrading their official links with North Korea and

very much shared the EC line of no improvement in

relations until concrete progress had been made over inspections. Trade remained minimal despite the German Office inherited in Pyongy ang. Sir John Coles said we took much the same attitude, about both the nuclear

threat and any improvement in relations. He took the North Korean nuclear issue very seriously, although it

was hard to get at the real facts, and there was
