1 SEC. 203. PROPERTY RIGHTS NOT AFFECTED.

The change in sovereignty over Hong Kong shall not

3 affect ownership in any property, tangible or intangible

4 held in the United States by any Hong Kong person.

5 SEC. 204. RULES AND REGULATIO VS.

The President is authorized to prescribe such rules

7 and regulations as he may deem appropriate to carry out

8 the purposes of this Act.

PROVISIONS

11 SEC. 301. REPORTING REQUIREMENT.

Not later than 6 months after the date of enactment

13 of this Act, and every 18 months thereafter, the Secretary

14 of State shall transmit to the Speake of the House of

15 Representatives and the chairman of the Committee on

16 Foreign Relations of the Senate a repot on conditions n

17 Hong Kong of interest to the United States. This report

18 shall describe--

(1) significant develop nents in United States

relations with Hong Kong, includir g a description of

agreements that have entered into force between the

United States and Hong Kong during the preceding

18-month period or, in the case of the initial report,

during the period since the cate of enactment of this

ACL;
