Not for us to express a view on this initiative by US Congress, although we are naturally in touch with US
administration.
Certainly no objection to Hong Kong people expressing their views about it. Congressmen do not always understand the subtleties of foreign affairs, and the more they know
about Hong Kong the better (eg MFN).

Chinese will no doubt see this as American interference in
the affairs of Hong Kong and an attempt to internationalize
the territory. Fuelling Peking's paranoia not necessarily
the best way forward.
