especially Southern China has been remarkable.
Many Hong Kong
companies have gone into China with capital and have employed a great
number of local workers, thus acting as the dynamic engine of economic
development and cultivating the economic potential of China. In China,
there is considered to be still a great deal of uncultivated potential.
Fourthly, Hong Kong as having operated under the free market
system:
Successive Hong Kong governments have steadfastly maintained the free
market policy with minimum governmental intervention, thereby allowing
individuals and companies to fulfill their abilities to the fullest extent.
Hong kong has provided the good example of the efficiency of the free
market economy.
Fifthly, Hong Kong as endowed with diligent, creative, dynamic
and flexible people living under the Hong Kong way of life:
Hong Kong's way of life is characterized by the rule of law; clean, small
and efficient government;freedom of press and speech;open-mindedness
and international-mindedness of people and society.

1997 when the sovereignty over Hong Kong is to be returned to
China is 5 years away. The British Government and the Government of
China are conducting specific negotiations for the smooth transition of
sovereignty. During 6 months since my arrival here as the
