Lord Wilson is retiring in July and will leave Hong Kong at the end of his tour of duty on 3 July. valedictory telegram from the Secretary of State to Lord Wilson (SG, SP1) should be despatched to reach him on his last working day.
2. I attach the first and final paragraph of a draft telegram and should be grateful if you would insert an appropriate message to Lord Wilson on the basis of his time in Hong Kong.
3. After having inserted your contribution, I should be grateful if you would clear the draft telegram with the Private Office and arrange for it to be despatched so that it reaches Lord Wilson on Thursday 2 July.
