SUMMARY OF RECOMMENDATIONS
1.Consideration should be given to the preferred style and character of Hong Kong politics generally before the electoral system can be
determined [4.3].
2.Consideration should be given to multi-member constituencies and preferential voting, ideally in four new constituencies [4.6.1].
3.Preferential voting should still be considered if the existing two member constituencies are retained [4.6.4].
4.Thorough consideration should be given to the electoral system as the foundation for positive politics [4.9].
5.There should be progress towards a single, universal suffrage [5.5].
6. Direct and functional electoral regulations should be brought into line as far as possible, including Recommendations 7 to 10 below [5.6]
7.There should be a common date of registration for individual and corporate voters in functional constituencies [5.6].
