SUMMARY OF RECOMMENDATIONS

1.Consideration should be given to the preferred style and character of Hong Kong politics generally before the electoral system can be

determined [4.3].

2.Consideration should be given to multi-member constituencies and preferential voting, ideally in four new constituencies [4.6.1].

3.Preferential voting should still be considered if the existing two member constituencies are retained [4.6.4].

4.Thorough consideration should be given to the electoral system as the foundation for positive politics [4.9].

5.There should be progress towards a single, universal suffrage [5.5].

6. Direct and functional electoral regulations should be brought into line as far as possible, including Recommendations 7 to 10 below [5.6]

7.There should be a common date of registration for individual and corporate voters in functional constituencies [5.6].

8.There should be regulations defining qualifications for membership of functional electoral registers [5.6].

9.There should be regulations defining the qualifications to be a candidate in a functional constituency [5.6].
