HONG KONG: POLITICAL GAMEPLAN
1.
At Mr Goodlad's meeting with Mr Patten last week, it was agreed that we should produce two further papers for Mr Patten:
-
a calendar of the main events in his first months as Governor, with an indication of how the main political issues should be handled over this period;
- a paper setting out ideas for adjusting the relationship between the Governor, the Executive and the Legislature.
2.
I now submit the first of these papers. I have cast it in the form of a gameplan. A also attach a first draft of the political elements for the Governor's speech on arrival in Hong Kong on 9 July. These are intended to convey a signal about the Governor's personal approach, without exposing surface which the Chinese could attack.
3.
We will be submitting the second paper shortly.
