Lords for leave to appeal against the decision of the

Divisional Court on 27 February 1992 to refuse Mr Osman's

seventh application for habeas corpus.

RELATIONS WITH CHINA

(WHY DO WE NEED TO AGREE WITH EVERTHING WITH THE CHINESE)

We share with the Chinese a commitment to implement the

Joint Declaration, that was why the Prime Minister visited

Peking last September. We hope to see faster progress now in the Sino-British Joint Liaison Group. It is in the best

interests of Hong Kong that the two governments should

consult and cooperate in this way.

Negotiations are taking place with the Chinese on defence and public order in the Joint Liaison Group. Details of

this must remain confidential, but the Chinese are well

aware that some of the land previously used for military

purposes must be released for redevelopment.
