I note what you say about the appointment of

Chris Patten as Governor of Hong Kong. His appointment has in fact been very well received in Hong Kong as well

as here. I can think of no better man to do this vital

job at what is a crucial time.

It is not the case that Mr Patten is virtually

unknown overseas. He had a very successful period as the Minister in charge of our overseas aid programme and although he does not claim to be an expert on the Far

East, he did have considerable dealings with the Chinese

in his capacity as Minister for Overseas Development.
