Dear Prime Minister,
I returned to England on 10th April after sevent n years ix. Kenya
the first ten years being spent there as Chief Executive 21 that country's largest operation, Panafrican Paper Mills (EA) 114. which used a great deal of British made plant and equipment. The last two years or SQ in a
country riddled through with bribery and corruption from top to bottom, continual shortages of water and of electricity (the latter rationed cvery day), proved too much for my comfort. Incidentally, I did avail myself of the privilege of votin. in the last election, through the overseas postal ballot arrangemonts made two years back. Kenya is a sad country today and will remain so until the existing Government is replaced by a better-managed and more honest regime. I and other British expatriates have been saddened by our absence of outspoken criticsm of Moi et al. Kenyans that is the general population in the country like to know who is on their side and they know only that the Americans, Scandinavians, Germanc, French and Italians have all been outspoken against this rotten reime - whereas we, as usual, must always "do things quietly and diplomatically". This is complet wrong and I hope that this will be replaced by speaking out against the evils which have been and continue to be committed by Moi and KAL

are offering the Covernorship of Hong Kong to Christopher Patten. I would venture to suggest that Dr David Owen would be a more suitabl Governor and more acceptable to the Chinese mainland government. Hic long experience of Party Politics coupled wit his stint
stint as Foreign Secretary give him the necessary qualifications.

met Dr Owen but in past years I attended many Farliamentary proceedings and heard him speak openly and eloquently whilst Foreign Secretary. Yes, I know that his manner ic somewhat brusque peremptory but that will come in handy when dealing with the Chines leadership. In many ways, Dr Owen reminds me of a former very great Colonial administrator, Malcolm Macdonald - who I did know extremely ell. The final decision rests with you but Mr Faiten is virtually unknown overseas. Incidentally, whoever you deci e upon, I feel that he should also pick his own Chief secretary the present one (Ford) could well be retired.
