between the Government of Hong Kong and the

Government of the United States of America concerning

the Confiscation and Forfeiture of the Proceeds and

Instrumentalities of Drug Trafficking signed at

Hong Kong on 23 November 1990;

and that the document includes all reservations and declarations

made by the parties thereto.

I FURTHER CERTIFY THAT the Agreement

came into force on 18.1.1991

in accordance with the provisions of Article IX thereof,

the dates of notifications being 18 January 1991.
