1. I attach a copy of Hong Kong Telno 1799 which asks for our views on the proposal that Hong Kong should be given the power to establish its own Fugitive Offenders Legislation by an Order in Council amending the Hong Kong (Legislative Powers) Order. This seems to me to be a sensible proposal. I should also be grateful for your views on para 3 of the Telegram.
2. I assume that Hong Kong do not wish us to take any action now so if you are content I shall send a short telegram agreeing to Hong Kong's proposals. I am copying this minute to the Home Office for their information only at this stage.
