Thank you for your memo of 11 August and the draft consultation paper. I have only one comment. As it stands, paragraph 6(a) implies that certain UK bilateral agreements applied may continue to apply after 1997. I therefore suggest you delete from para 6(a) the words "unless replaced by an agreement between Hong Kong and that jurisdiction."
