This note informs Members of the tentative legislative programme for the first half of the 1992-93 legislative session and the work of the Committee on Legislative Priorities.

BACKGROUND

In order to ensure an even flow of legislative work in both the Executive and Legislative Councils, a Committee on Legislative Priorities, chaired by the Chief Secretary, was established in August 1991. Its principal task is to examine legislative proposals from Secretariat Branches and to suggest priorities for drafting to proceed.

In determining the priority to be accorded to the legislative proposals, consideration is given to the need for the legislation, the potential benefits to the community, the degree of urgency and the priority recommended by Branches. The Committee also takes into account the capacity of the Legislative Council in dealing with legislative business. In the past, in an average year, the Legislative Council enacted 65 to 70 pieces of legislation.

After a tentative legislative programme has been drawn up, the Committee meets regularly to review progress and makes adjustments where appropriate. Whether a particular item which has been accorded drafting priority will be introduced into the Legislative Council as scheduled depends on progress of drafting, changes in scope or requirements, community attitude at the time, etc. The Committee also accords priority to unforeseen and urgent legislative items where necessary.
