ALTERNATIVES

13.

If the Chinese reject our proposal, we may

have to request HMG to ask the most important countries

now offering visa-free entry to BDTCs and BN(0)s to

confirm that they will continue doing so for BN (0)s

after 1997. These countries might be willing to

indicate they see no reason to withdraw such access.

But they would probably not give any formal undertaking

to that effect.

FINANCIAL AND STAFFING IMPLICATIONS

14.

The proposal has no financial or staffing

implications. Any additional workload arising from the

conduct of VAA negotiations will be absorbed within

existing resources.
