documents. And, if we wanted visa-free access for Hong

Kong people with British documents, Britain should

negotiate appropriate arrangements which would be

PROPOSALS

VAAs are the best, if not the only way of

guaranteeing future visa-free arrangements for Hong

Kong passport holders. Thus, despite our assessment of

the likely Chinese reaction, we recommend proposing to

the Chinese side of the JLG that Hong Kong should

negotiate its own network of open-dated VAAS on the

basis of the model agreement.

The model agreement is essentially a standard

VAA, except that Schedule 1 specifies that it should
