PROPOSED SPACE BILL

The need for domestic legislation to implement certain provisions of the

Intergovernmental Agreement (IGA) on the International Permanently

Manned Civil Space Station prior to ratification by December 1992.

Recommendation

2. That the Committee approve the policy of a short Space Bill to

provide the domestic legislation necessary to implement the provisions

of the IGA prior to ratification by the end of 1992.

Timing

3. Because the deadline for the ratification of the IGA is end 1992,

the Secretary of State for Trade and Industry has included the Bill in

his bid for legislation in the 1991/2 programme.
