Thank you for your telex, received here on 28 February, about the difficulties which have prevented Mr Matveyev from becoming Aeroflot's General Manager in Hong Kong.
It is for the relevant Hong Kong authorities to determine immigration policy and to take decisions on individual applications for work permits. The Agreed Minute reached last June provided for the establishment of airline offices in Hong Kong and the (former) USSR with the admission of staff to be "governed by the relevant rules and regulations of the respective competent authorities". The Hong Kong authorities have therefore acted in accordance with the arrangements and, as they have confirmed to you, intend to continue to abide by those arrangements.
