Thank you for the advice contained in your FAX of 4 March to Martin Glass. We have prepared the following draft reply to Mr Seliverstov accordingly and would welcome your comments on that. I am not certain from your advice whether the decision of the Immigration authorities is
authorities is final or if there is an appeals procedure and whether there is any bar on Mr Matveyev making a fresh application in the future. If these options are available then we would like to refer to them in the reply. To assist the Russians with any further applications it might also be helpful to explain to them what the relevant rules and regulations are, and to provide them with any additional information governing such cases that may be premissible.
I would be grateful if you could check these points with the Immigration authorities and let me know.
