Thank you for your letter of 23 December.
I am happy to agree with the proposal that HKD should take the lead in drafting a paper concentrating on Hong Kong ASAS and the Separation process, but also including passages on HK/China, UK/China and UK/Taiwan. We look forward to their draft and will then comment and contribute as necessary.
I assume your intention is that passages on exclusively UK interests should be pretty summary: sufficient for them to be clearly identified but not going into commercially sensitive matters to an extent that would make the paper unsuitable for the sort of circulation in HKG that you envisage in your penultimate paragraph.
