WE RECEIVED A NOTE FROM THE KOREAN CONSULATE-GENERAL IN HK ON 7 DEC IN WHICH THE KOREANS PROPOSED TALKS TO BE HELD IN HONG KONG ON 14-15 DEC TO REVIEW CAPACITIES IN ACCORDANCE WITH PARA 4 OF THE FEBRUARY 1992 AGREED RECORD. COPY OF THE KOREAN CG'S NOTE FAXED TO GLASS, DTP. GIVEN THAT WE AGREED TO PRESS AHEAD WITH ASA SEPARATION WITH ROK AND IN VIEW OF THE CHINESE RESPONSE AS RECORDED IN PARA 3 OF OUR TELNO 459, WE REPLIED TO KOREAN CG THAT WE WERE PLEASED TO HOLD TALKS BUT WE PROPOSED ALTERNATIVE DATES: 21-23 DEC. WE ALSO PUT ASA SEPARATION FORMALLY ON THE AGENDA AND ATTACHED A COPY OF THE MODEL ASA TO OUR REPLY (ALSO COPIED TO GLASS, DTP). WE ARE NOW AWAITING THE KOREAN'S CONFIRMATION THAT BOTH TIMING AND AGENDA ARE ACCEPTABLE.

HONG KONG/KOREA AIR SERVICES AGREEMENT

Thank you for your letter of 7 January enclosing a copy of your (unsent) one of 12 December. You will not be surprised to learn that I have a few reservations over the analysis in para 4 of the latter. But as we have now agreed that progress in separating the UK/Korea ASA together with the UK/South Africa ASA - is to be one of our objectives at the forthcoming expert talks with the Chinese, I see little point in taking detailed issue with that analysis in the present context. I should however bring it to your attention that:
(a) the Chinese are already aware that we intend to separate the UK/Korea ASA, having been informed of this on 26 April 1991 (UKRep JLG Telno 98);
(b)
(c) it will not have escaped Chinese attention that the UK/Korea ASA Route Schedule contains a route to Hong Kong via Taiwan and that accordingly Korean Air currently operate four services a week between Hong Kong and Taipei.
