I would be grateful for your views on the proposals contained in Hong Kong telno 3896 (attached) regarding the intractable problem of "double-flagging."
2.
It seems to me that Hong Kong are trying to skirt the issue (tur para 3). I have spoken to Craig Murray (AMD) who found Hong Kong's proposal wholly unsatisfactory.
3. I would like to reply to this telegram in the New Year. I will, of course, clear a draft around the house before issuing.
