1. I understand from Miss Barrett and AMD that you now deal with shipping matters including those of Hong Kong. I therefore attach a copy of a minute I sent to Miss Barrett of 23 December 1991 seeking comments on Hong Kong telno 3896 of 1991 and the relevant file. Given the delay in replying to Hong Kong, I am keen to get an answer to them pretty soon and so would appreciate your early views.

2. "Double-flagging" is an issue which arises from time to time but does not loom too large on the Hong Kong horizon. Nevertheless, it is a subject which really ought to be laid to rest. Hong Kong, having enacted legislation which puts them on the wrong side of international maritime arrangements, frequently try to evade this.
