We cannot, of course, guarantee that the

Chinese would take the same view. However, I see no need

to. raise this matter with them at this stage and, if and

when we do, it would clearly strengthen our argument if we

can say that such a system has been in operation for

several years and has worked well.

Failing the above, it would, of course, improve

matters a little if the FCO were to transmit reports direct

to London HKGO rather than via the DTP and Treasury

Solicitor's Dept.

As you know, we are meeting the Marine Adviser

(Mr Derek Hall) in your office on 21 September and he may

wish to discuss this matter then.
