We cannot, of course, guarantee that the
Chinese would take the same view. However, I see no need
to. raise this matter with them at this stage and, if and
when we do, it would clearly strengthen our argument if we
can say that such a system has been in operation for
several years and has worked well.

Failing the above, it would, of course, improve
matters a little if the FCO were to transmit reports direct
to London HKGO rather than via the DTP and Treasury
Solicitor's Dept.
